The bus is the cheapest way to travel Moalboal to Cebu, and it's refreshingly simple: no reservations, no timetable to study. Yellow Ceres buses come through Moalboal roughly every 30 minutes on their way to Cebu City, starting around 03:00 in the morning. A seat costs $2.80 (170 PHP) in a non-air-conditioned bus or $3.40 (210 PHP) with air-con; you pay the conductor on board, cash only. The ride to Cebu takes 3 to 4 hours via Barili, where the bus usually makes a short toilet-and-snack stop. Traffic on the last stretch into Cebu City decides your arrival time — mornings are quickest.

Services thin out in the late afternoon (the last buses pass around 18:00), so if you're connecting to a flight or ferry the same day, aim to be on a bus by early afternoon to leave yourself a buffer.

Staying at Panagsama Beach? The bus stop is in Moalboal town proper — a 10 to 15 minute tricycle ride away, usually $0.80 (50 PHP) to $2.40 (150 PHP) per person. Agree on the fare before you hop in.

Departure and arrival stations

Buses depart from Moalboal Bus Terminal, a small, informal stop about 200 metres from the Municipal Hall. You don't have to wait there, though — you can flag a Cebu-bound bus anywhere along the main road, and a popular spot is right in front of Jollibee Moalboal, directly across from the Municipal Hall. In Cebu, buses arrive at the South Bus Terminal (CSBT) in the city centre, where taxis and Grab are easy to find.

Vans — locally called v-hires — run the same route a bit faster, about 2.5 to 3 hours, because they skip most of the roadside stops. Each van leaves as soon as its seats are full, from early morning until late afternoon. There's no timetable: in high season that can mean a 10-minute wait, in low season closer to an hour.

Expect to pay around $3.30 (200 PHP) per person, cash to the driver. Comfort is snug — vans fill every seat and luggage space is tight, so if you're carrying dive gear or big backpacks, the bus or a private car is the more comfortable ride.

Departure and arrival stations

Vans wait near Moalboal Bus Terminal and the public market, close to the Municipal Hall. In Cebu they usually drop off around the South Bus Terminal and One Citilink area on N. Bacalso Avenue — but confirm your exact drop-off with the driver before boarding.

A private car is the door-to-door option: pick-up at your hotel or dive resort in Moalboal (Panagsama and White Beach included), drop-off anywhere in Cebu City or straight at Mactan-Cebu Airport, about 2.5 to 3 hours on the road. It's the way to go with dive gear, kids, or an early flight.

Booking online in advance (below) is the reliable route — a sedan for up to 3 passengers, SUVs and minivans for bigger groups. Your resort or dive shop can also arrange a car, typically around $57 (3,500 PHP) for a sedan or $81 (5,000 PHP) for a van. Drivers around the 7-Eleven in Moalboal town sometimes offer rides for less, but that's a negotiation — agree the price and the exact drop-off point before you load your bags.
